COVID-19 Resource Guide

For the past 20 years, LCF has been giving Excellence Grants to local nonprofits that provide services to the elderly and their caregivers, to the disabled, and to the hungry. It has also given grants to those who provide music, theater, and art, all of which bring joy and help reduce stress in our lives. These organizations are now in desperate need of assistance themselves. In addition to setting up our COVID-19 Community Matching Campaign which you can see here, we have included a list of resources for both nonprofits and small businesses that may provide relief.

COVID-19 Rapid Response Fund

With the support of the Silicon Valley Community Foundation as well as individual donors, the Contra Costa Regional Health Foundation (CCRHF) Rapid Response Fund is moving quickly to help those individuals and families in desperate need. Locally, Contra Costa Regional Health Foundation (CCRHF) is playing the lead role in identifying highest risk populations and funding organizations to provide needed assistance.

Who Will be Funded?

The Rapid Response Fund seeks non-profit, community based organizations within Contra Costa County that have the capacity to positively impact vulnerable populations in any of five categories:

  1. Food security / distribution,
  2. Financial assistance,
  3. Shelter via alternative care sites, and
  4. Support for essential workers
  5. Other emerging needs related to COVID-19.

Selection Criteria

Non-profit, community based organizations will be selected based on their ability to provide service in one of the four areas described while successfully addressing the following criteria:

Need: The organization’s ability to reach populations most vulnerable to the economic or health risks posed by this public health crisis

Timeliness: The organization’s capacity to move rapidly to use its resources in the support of the target audience and its responsiveness to the emerging and current needs of the crisis

Ability: The organization’s existing infrastructure allows it to deploy the funds expediently and efficiently

Financial Resources

SBA Economic Injury Disaster Loan (EIDL) – SBA EIDL loans are low-interest loans provided through the SBA disaster loan program to help businesses and homeowners recover from declared disasters. The CARES Act expands eligibility for access to EIDL loans and provides $10,000 forgivable loans available within 3 days of application. The EIDL application is live now and can be found here.

Paycheck Protection Program Loans (PPP) – SBA 7A Loan Program for nonprofits with fewer than 500 employees. Organizations are eligible for as much as $2.5 million or 2.5 times their average monthly payroll costs (including wages, salaries, benefits including health and retirement, state taxes, rent/mortgage, and utilities, up to $100,000 per employee). The terms are favorable – as long as 2 years at 0.5% interest. The loans are forgivable if levels of employment are maintained for 8 weeks. California Disaster Relief Loan Guarantee Program – provides financial relief to small businesses and eligible nonprofits with up to 750 employees that have been negatively impacted or experienced disruption by COVID-19. For more information, please click here.
